Community Transformation Offices Programme

The programme supports the creation and adaptation of physical and virtual offices that provide free, accessible services to citizens, SMEs, and local authorities. These offices offer training, dissemination, and advisory services to encourage participation in energy communities and promote inclusive decarbonisation. Offices must carry out at least two of the following:

Dissemination: Training, workshops, and sharing of energy community outcomes.
Accompanying measures: Technical advice for participatory processes and community engagement.
Advice: Consulting on technical, legal, economic, and social aspects of energy community projects.

IDAE designed and managed the programme, including grant allocation and evaluation. The initiative aligns with the EU’s Clean Energy for All Europeans Package and contributes to the Renovation Wave and 2030 climate and energy targets.

Introduction

Launched in October 2022 by IDAE, the Community Transformation Offices programme is part of Spain’s Recovery, Transformation and Resilience Plan, funded by the European Union – NextGenerationEU. With a budget of €20 million, the programme aimed to establish and support one-stop-shops to promote and facilitate the development of energy communities. 

Behavioural insights

The programme addresses behavioural barriers such as lack of information and limited technical knowledge. By creating trusted, local points of contact, it empowers citizens and communities to engage in energy initiatives. The offices use personalised advice, community engagement, and accessible resources to foster participation and build confidence in energy community models.

Outcomes and impacts

79 offices were established, offering free services and contributing to job creation through funded staffing. The programme has significantly increased awareness and engagement with energy communities. To coordinate efforts and avoid duplication, IDAE launched a Network of Knowledge and Experience in May 2024, including a SharePoint repository for sharing resources. The programme is now being replicated in other EU countries through initiatives like the LIFE Clean Energy Transition Programme.
